Regular, FLSA non-exempt, full time, 80 hours per pay period (40 hours per week)Salary Range: $41.85 - $50.92 per hour

Hours will include weekdays, weekends and evenings, and will be subject to change based on the Library's current operational need. This classification is part of a bargaining unit represented by AFSCME.

The Building Maintenance Support Lead, as part of the highly collaborative and energetic facilities maintenance team, provides leadership to recognize, troubleshoot and resolve facility issues. At the direction of the Facilities Manager, this position provides crew leadership and project coordination, dispatching, scheduling and time management assistance and task-level direction – focused on staff providing service to the Central Library and 26 branch locations. This position will also provide administrative support for the building, engineering and grounds positions within the work unit. This position performs facilities maintenance, service and repair functions that contribute to the effective building operations and attractive condition of the Library's facilities and grounds.

This position is responsible for performing lead-person roles within the unit beyond scheduling and dispatching staff and including: assistance with evaluating project staffing needs, planning building maintenance activities and programs, evaluation of equipment, tools, materials, staff safety needs and recommending operational improvements to the Facilities Manager. This lead position will communicate department and Library policies and procedures, and maintain facilities maintenance best practices, ensure code-compliance and work program objectives. This position assists the Facilities Manager with selection, training and evaluation of Building Maintenance Workers, Building Engineers and Gardeners. This position may also assist with the administrative support of the facilities maintenance program including preparing staffing transaction documents and timesheets, as directed. This position may also communicate with contractors, troubleshoot project issues, and develop team approaches to project and maintenance efforts.

Incumbents are required to have the skill and ability to identify and diagnose problems and repair or replace defective components using a basic understanding of heating, air conditioning, structural systems, electrical systems and piping systems. This position will be required to devote a significant portion of their workload to performing or coordinating work related to systems across 26 buildings. Electrical repair work and minor electrical installations (not requiring a licensed electrician to meet code) are performed by this position. This can include a work on a wide range of electrical items such as lighting fixtures, motors, switches, small appliances and tools. The position oversees and performs carpentry and painting tasks, as needed.

  • Providing effective supervision of maintenance activities and lead a work crew comprised of generalist and skilled trades staff.
  • Spend considerable amount of time in direct support to staff conducting maintenance activities at various branch locations.
  • Providing effective delivery of maintenance services.
  • Providing effective communications concerning building issues by serving as liaison between Library staff, maintenance staff, contractors and the Facilities Manager, in varying support capacities.
  • Providing enforcement of Library building maintenance standards, policies and procedures by monitoring and evaluating building and grounds issues and taking appropriate actions and preventive measures.
  • Contributing to the safe, functional condition of Library facilities by evaluating, recommending actions and overseeing/performing preventative maintenance and repairs on buildings, equipment, electrical systems, heating, ventilation and air conditioning systems, painting, landscaping and piping systems.
  • Supporting department administration by planning for and reporting parts and supply requirements to the manager and by assisting with purchasing as assigned. Provide for timely and effective support of building operations and activities by obtaining, recording and maintaining necessary documentation, reports and records.
  • Transporting equipment, furniture, discarded books, and perform other related tasks as required.
  • High School Diploma or GED. Successful completion of an accredited vocational training program (or equivalent) in a building maintenance field is preferred.
  • Minimum of three (3) years of documented work experience in the service and maintenance of building, systems, including carpentry, electrical, mechanical, painting, plumbing, HVAC (including steam heat, chillers, air handlers, etc.) and landscaping.
  • Minimum of three (3) years of work experience performing lead building maintenance responsibilities (or comparable experience) including, evaluating system needs and prioritizing activities, setting task schedules and project timelines and deploying appropriate staff, using evaluative measures to determine quality control, assisting with performance management and training and assisting with staff selection.
  • Minimum of three (3) years of work experience performing building maintenance work in a commercial or institutional environment, such as office buildings, large multi-story commercial buildings or multi-story medical or educational facilities.
  • Ability to communicate effectively with staff, contractors, and vendors and to perform lead- person roles in the implementation of projects and team activities, including demonstrated ability and skill in team-building.
  • Experience must demonstrate professional verbal and written communication skills. Ability to use applicable technology and job related software applications and communications, including Word, Excel, e-mail and internet programs.
  • Experience must demonstrate the ability to follow oral and written instructions and read electrical and mechanical drawings and building blueprints; have knowledge of safety codes and practices and experience using Materials Safety Data Sheets (MSDS).
  • Ability to plan and schedule own work efficiently, work independently with minimum on-site supervision.
  • Ability to work efficiently and cooperatively with others in a diverse team environment.
  • Physical ability to perform duties while standing, stretching, bending, reaching and able to lift up to 50 pounds, on a regular basis, the ability to tolerate exposure to the noise, dust and conditions of HVAC environments, normal eyesight (with correction), and normal hearing range.
  • Possession of a valid Washington State Driver's License.

Desired Qualifications

  • Possession or the ability to obtain certification or licensing in a piping, plumbing, building engineering, HVAC or electrical trade may be preferred.
  • Four (4) or more years of work experience in a lead position within a facilities or construction- related field is preferred.
  • Ten (10) years total with two (2) years of maintenance work experience in each of the following areas: carpentry, electrical, grounds, HVAC, and plumbing, is preferred.
  • Journey-level skill and experience in one or more of the following skilled trades: building engineering, carpentry, electrical, or plumbing/pipefitting, is preferred.
  • Experience using an online facilities work order system is preferred.
