Description
The Idaho Department of Lands (IDL) has two (2) openings for a Lands Resource Foreman.
This position is a benefitted .83 FTE, working at least 1,726 hours a year, located at our Eastern Idaho Falls Supervisory Area Office in Idaho Falls, Idaho.

The Lands Resource Foreman performs technical, operational, and administrative duties in support of wildland fire suppression management through ensuring daily readiness of assigned personnel and equipment to respond to wildland fires safely and effectively.

Example Of Duties:
- Provide leadership to seasonal crew members to ensure fire readiness and safety of assigned personnel and equipment.
- Assist with the hiring, training, and supervising of seasonal firefighting personnel to perform in a fire environment.
- Monitor assigned seasonal fire personnel's time and travel.
- Support and instruct wildland fire and seasonal training courses.
- Provides input for required Fire Reports to fire managers.
- Assist in the preparation of necessary operating agreements, inventory, and maintenance reports.
- Assists in supervising and implementing hazard reduction plans related to wildland fuels reduction and forestry operations.
- Conduct safety sessions and after-action reviews and identify and implement corrective actions when necessary.
- Performs as the Incident Commander on wildland fires and supervises resources from cooperator agencies.
- Assist in the implementation and execution of prescribed fire projects
- Assist in the management of the federal excess equipment program (FFP/FEPP)
- Maintain a participatory role while leading the fire crew by facilitating teamwork and keeping open communication between fire managers and crew.
- Meet with fire managers regularly to update crew training needs, project status and other responsibilities as needed.

Minimum Qualifications:
Experience: (Typically gained through successful completion of related college courses or professional training or at least one (1) year of work experience in the following areas)
- Communicating effectively verbally, orally and in writing as appropriate for the needs of the audience through technical reports, correspondence, and oralpresentations.
- Interpreting and navigating with public land survey legal descriptions, aerial photos, and topographic and property ownershipmaps.
- Familiarity with Geographic Information Systems (GIS) and/or digital mapping software (AVENZA, Collector,etc.).
- Supervising wildland fire personnel within their assigned positions.(CRWB-ENGB-HMGB).
- Instructing formal NWCG wildfire suppression courses (S-100 and S-200) and the informal development of wildfirepersonnel.
- Directing and coordinating the daily operations of wildland fire engines, fire crews or helicopters.
- Maintenance and operation of chainsaws and wildland fire handtools.
- Interpreting and applying state and federal laws, rules, and regulations in relation to wildland fire management activities.

- Wildland fire behavior.
- Wildland fire suppressiontechniques.
- Fuel reductiontechniques.

- ICT5 and Required Single Resource Boss for assigned position. (ENGB, CRWB or HMGB) and other appropriate red card qualifications FAL3 or equivalent.

Overtime/Vacation Accrual FLSA:
The Fair Labor Standards Act (FLSA) code for this position isCovered (C) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1.5 hours for each 1 hour of overtime worked. Compensatory time off may be provided in lieu of overtime cash compensation. Under the direction of theIdaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managingendowment trust landsis only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation onnavigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
